Title of Sixties film required

I have been trying for a long time to find the title of a film I saw on BBC2 late seventies/early eighties which I never saw the end of. The film was set in mid to late 1960s. A young man is on a train and arrives at London Waterloo, he goes to work in a city office block, but he appears to never leave, he seems to live there. He is found by a boss and the young man is sent to a mental hospital, he is visited by his boss and in a garden scene you see sub-zero size young women wandering around. I would like to see this film again if its still available.
