Children's Drama Early 1980's

I can remember watching a Children's Drama in the early 1980's and all i can remember is that this Drama was about a boy who for some reason had run away either from home or possibly from care, i am sure that the boy wore a duffle coat and i am also sure that this Children's Drama was shown on either BBC or ITV, i can't remember the names of any of the Actors or Actresses who appeared in this Children's Drama or the names of any of the characters in this Children's Drama, i would be very grateful if anyone could help me find the name of this Children's Drama.

Afraid I can't find any clips or stills from the programme but here is a bit more of a plot synopsis from the Television & radio 1983: IBA guide to independent broadcasting about what happens to Billy:



'The serial follows his progress as he sleeps rough, is caught by the police, appears before the magistrates' bench and ends up in the care of the local authority before he succeeds in establishing his innocence...'



The care home ties in with your original description, so maybe this is the one.
