I'm afraid I don't know the answer to the query, but I was unable to buy off-the-shelf medicine in America as I didn't have a U.S. driving license (sic) and and U.K. one (plus passport) was not acceptable.
Possibly a made for TV movie or play...90s?
Pretty sure it was Albert Finney playing a character visiting America. Has a problem hiring a video in a store because he has no driving licence. Very funny scene.

This is a TV film called Unnatural Pursuits by Simon Gray, loosely based on his experiences directing in America. Alan Bates played Gray (under a pseudonym). I think it was originally in two parts.
Richard Wilson played Harold Pinter IIRC
Ah yes, that was it. Alan Bates.
Thanks
