trying to remember film?

hello, im new to this forum and hope that someone can help me find the title of a film that i once saw. I only saw it once and it was a bit strange. It may have been a C4 film but to be honest i cant remember. As far as i can remember it was either a 80's or 90's film and on late at night. The story as far as i can remember involved a blond haired girl and a man trying to out about some type of horrible tests/ experiments carried out years before. they came up against a wall of silence or coverup. One thing i can remember is that they went down into some type of underground storage area that used to be a underground tram/bus garage in london. Tne twist in the tail was that the tests/experiments were carried out in the building where they worked but they didn't know.
