Are you talking about Act of Betrayal (1988), starring Elliott Gould? It was a two part story and I remember being disappointed when I missed the second, broadcast the following evening.
80's TV Movie about some IRA members. Lead is a slim bloke, possible curly or wavy hair. He was doing some good deed at the end before being gunned down by police/army near a car or buildings.

What about 1980's Harry's Game?
The finale sounds a bit like A Man You Don't Meet Every Day
could be Harry's Game, but the actor looks different than from memory
I'd go for Harry's Game. Haven't seen it for years but as I remember he shot the IRA killer before being gunned down himself by the police/army.
Sounds like Harry's Game, the curly haired guy could be Derek Thompson.

Great film Harry's Game, great favourite of mine. I had it on VHS, must look out for it deserves a re run.
I always thought Derek Thompson a very good actor with potential to do lots of great work, he appeared in The Long Good Friday and was excellent in Harrys Game, then it's like he opted to devote himself to the commitment and type cast of a character in a long running tv series,( casualty) which seemed to preclude him from doing other stuff, he certainly didn't make many films which is a pity.
The ending is very similar to Harry's Game but the lead (excellently played by Ray Lonnen), had short straight hair.
The copy I have on DVD has an interesting interview with Ray Lonnen as an extra feature.
Another fine actor who was discussed elsewhere on the forum, Gary Waldhorn delivered a top quality performance too![]()
From memory the lead was thin and had brown curly hair, and after watching the ending of Harry's Game I think we jumped the gun.
What actually reminded me of this film was this actor on Fringe, James Frain

A young Mark Rylance, who may fit your physical description, played an IRA member in a BBC production from 1993 called Love Lies Bleeding - I don't know much about this film except that it ended in a shoot-out and apparently had a twist.

1: Befriending a young boy
2: He wasnt a killer, well not an assassin anyway but was wanted
3: At the finale he was gunned down in a car, possibly with 1 or 2 others after leaving the child

You're opening sentence to this thread suggested a tv film about IRA members, now you say it may be nothing to do with the IRA.
