After many years of searching we have eliminated all else and fallen back to the simplest theory and it works.
THE PRISONER: Many Happy Returns (Patrick McGoohan: March 1967)
After leaving Mrs Butterworth at his old london houe the civil servant (Patrick McGoohan) continues his journey in the Lotus.
Argument:
The previous shot we saw he was driving along Elstree Way past the site of the MGM studios -the lighting, angles, footpath, verge, costume - everything matches the above shot. But we know there are no houses beyond this point that match, nore heve there ever been. So let us assume that the two shots were transposed and the above photo represents an earlier part of the sequence. There are no such houses on Elstree Way now but have there ever been. The answer is yes.

Conclusion: This piece of footage was shot on Elstree Way opposite ABPC Studios where the council offices now stand. We could not find them before because they had been demolished in the early 70s.
