1980s UK comedy movie two men and race horse

This is from another forum. The OP was vague, someone else had more details about the plot (this description), but didn't know the name of it either. I tried the imdb with "horse" in the plot and came out empty. It wasn't specifically dsecribed as a comedy, but with that plot, I figured it must be:

"Can't remember the name of the film but the guys are con artests and live in a water tower, they have saved up I think �5 million but the Queen decides to change the uk currency making the money they have worthless if they don't change it. They bet it on a horse and use helium to make the jockey lighter so the horse will win."

It sounds like it could be the film Shooting Fish.
That was from the mid-nineties and definitely had a del-boy type con-man and he lived with his brother in something like a water tower; plus i vagualy remember it ending up with them at a horse race.

It was actually a gasometer they lived in.
