Can't remember the name of this series

Trtying to think ofthe name of a UK series. here's a little synopsis iof what I can remember. any help much appreciatred

It was a British series was about a group of people who were freshly released from prison, and were brought together in a 'helping hands' sort of agency. It was a sort of light hearted drama. One of the characters was called Fleur, and he was a tough young tearaway who was gay. There was an undercover policeman who had been planted in the group

Thanks for that but it isn't the show i'm looking for this was a UK drama comedy around 1985 or just before.
Thought it was called something like INSIDE OUT but can't find anything under that name.
Anyone else have an inkling?
