Thunder Rock?

I have a vague memory of a black and white film set in Britain in the mid/late 30ies...
It's about a man fleeing from Nazi Germany to Britain. He tries his best trying to warn the British public about the Nazi threat.
But the public doesn't want to hear about it, thinking that some guys with swastikas are not much of a problem, etc.
I can't remember anything else... Anyone with an idea?

No... the film was definitly set in England.
And I think the character was a German, but I am not sure
MR EMMANUEL ?? If you want it, I have it.
No, thats not it, sadly.</div><div class='quotemain'>aphra:

Freedom Radio, Pimpernel Smith, The First of the Few (when Howard visits Germany).
All pretty good, but no one is the mystery film. I did check the usual suspects like PASTOR HALL or PIMPERNEL SMITH.</div><div class='quotemain'>DB7:

Perhaps I should stress out the things I remember. Approx. 20/25 years since I saw the film on telly.
-Black & White (very sure)
-Set in Britain in mid/late 30ies (100% sure)
-Centers around a staunch Anti-Nazi (I think a German or Austrian) who fled Germany
-The war has not yet started
-He is well liked amongst his British friends
-The British public is very Chamberlain-ized and ignores his Anti-Nazi speeches (I remember something like 'The Nazis don't seem to bad to me' or something along that line.
I was pretty impressed by the film and it's subject at the time and the sympathic main character who was closer to Churchill in his views than the British public.
There shouldn't be too many films with that subject.
It's not WATCH ON THE RHINE ? Bette Davis and Paul Lukas ? Or GLORIOUS 39 ?
