looking for a bawdy comedy title

The movie plot line involves a heart broken lad who goes to sea and drinks nothing but champagne and while at sea the rest of the world's population becomes impotent.............the story follows the antics of this British lads "heroics" as he helps out the nations of the world until near the end of the movie the rest of the world finds the effects wearing off. As silly as it sounds does anyone have any ideas what the title of this bawdy farce is called. Thanks
