Was it a Canadian film probably made in the 90's starring Ian Holm. The poem "the Pied Piper" was repeatedly used in the background.

Is it the Ian Holm film called The Sweet Hereafter?

The film Floods of Fear (1959), which is British but set in the US, has a sequence like that IIRC. Howard Keel and Harry H Corbett are in it.

Besty - probably not the film you mean, but there was a film made called - 'Flood, who will save our children?' a true story of a group of Kids coming back from Bible camp in a bus and a minivan. Several of them get swept away and drown, the film uses a combination of real news footage and actual reconstructions. But these events occured in the USA and it is an American film, so hence why I think this ain't it.

As true story light fare, films go this was pretty good. (Unlike another similar title with Richard Thomas, which was purely dreadful)
