This sounds a bit like Lord of Misrule though I have no recollection of the lobster-race. I do remember James Fleet, as the outgoing PM, carefully hiding a kipper under a cushion in 10 Downing Street if that's any use.
A good fifteen to twenty years ago I saw a British TV film, a brilliant and very funny film. It featured a retired judge trying to blackmail the PM prior to elections with fictitious material. Anyone who has seen it can't forget a footrace in which everyone had a live lobster in their trousers. Meanwhile, a newspaper made the judge the same offer for the material, and a race to bring him a loaded briefcase begins. I would be most obliged if someone could possibly name the film, perhaps name the actors (the judge and his daughter) as well... Thanks
