Girl on Approval

Please help.

I'm desperate to try and find details of a film I saw many years ago. All I remember is the basic story is about a couple that have fostered an adolescent girl who is a real handful (there was an incident with a pair of scissors). Just as it seems they have reached the end of their tether there is a breakthrough with the girl and they end up adopting her (I think).

It's set in the late fifties/early sixties and was one of the early ventures into kitchen sink drama.) in black and white.
