Is this The Spongers (1978)?

Can anyone help - am trying to find the name of a drama I saw on TV years ago - (Ken Loach)?/Black and white? about a feisty mother living in a flat with her diabled child and numerous other children. She is constantly denied help by "the authorities" so when finally her furniture is respossessed, she gives all her children an overdose of sleeping tablets in their drink and kills herself too. A really cheery ending, not the sort of film you would ever forget!
