Newspaper cartoon character

I remember a cartoon character in one of the red tops, either sun or mirror, but can't quite remember if he was called Wac or Wack, or even Whack.

A workshy dosser who was always nippin' off to read the paper and smoke tabs and that (viz)



Can anybody clarify, and is there any stuff on the net about him, I've looked but have found nothing.
