Ok, from when I was young enough to remember watching it, I always loved it but can't for the life of me remember what its called........

Basically, what I remember was that the film was partly set on a US air base in the UK, an officer was being blackmailed and had his eye replaced with a fake one with a camera inside it......... I think it has something to do with stealing plans or stealing a nuclear bomb??

I keep thinking this has Michael Caine in it but I think I'm mistaking it for THE FOURTH PROTOCOL.

It sounds like the (non-Eon) Sean Connery James Bond film Never Say Never Again to me.

In the 1969 Journey To The Far Side Of The Sun, Herbert Lom has a false eye which is a camera he uses to photograph secret plans.

I seem to recall that in Never Say Never Again the eye thing was a security device that read the iris sort of like a fingerprint. The pilot was wearing a contact lens with a fake eye-print. Herbert Lom's eye was a camera.
