Sounds like Anne of Green Gables
1930's or 1940's film featuring a girl aged about 15 who gets laughed at because of her carrot coloured hair. I believe the film was set in a rural setting because I can remember a few scenes where they are hay bailing with pitchforks.

Definately concur..Anne of Green Gables (1934) the lead actress adopted the name of the title character.. Anne Shirley
