sci-fi 3 part childrens program

Years ago there was a kid show on Saturday ..there where 3 parts but I never saw the last.

Set in the future (?) the human race has been conquired by aliens who look like mantus rays with love skinny legs...and when a boy or girl turns a certain age there is a ceramony and the alien comes and attached a plate to the top of their heads.. A chosen few are taken away to the "city" to serve the aliens.

The hereo as I recall finds a way to infiltarte the city by wearing a fake plate..after that my memory gets fuzzy...I remember being very upset when PBS never aired the third episode.

This is not urgent, just a long lost memory that haunts me. Thanks.

What there was was quite good. But they did have a lot of costly effects so it was very expensive for a childrens' TV show
