Highway Safety GHOST Film

I remember seeing this film as a kid on an original VHS tape given to my brother by his driving instructor before his final test.



The film begins with a chap driving down the motorway while explaining the rules and regulations of the Highway. He stresses safe driving, etc, but the twist here is that while he has been boasting that he is one of the safest drivers on the motorway, we find out that there has been an accident on the motorway. As our host stops his car to take a peek at the scene we realize that the dead man in the car is in fact our very own safety host...



He's a dead man, a ghost travelling the lonely highways warning others of the dangers of careless driving.



This eerie film sent chills down my spine! Even now I can still recall images from the film. The atmosphere gets heavier and more foreboding as the film progresses to its grim and spooky climax.



I don't think it was one of those short Public Information Films. It ran much longer than 5mins.



Any clues as to the title?
