Sort of cheesy military James Bond on a zero budget which means reused footage and limited sets, count how many times the same piece of tunnel goes by during the finale. Awful but fun, I remember liking it as a kid, when its faults weren't quite as glaring. Stock shots of Las Vegas fail to convince it was filmed anywhere but the UK.
