Broadway producer Baxter is appointed Secretary of Amusement to help bring the nation out of the Great Depression.

Interesting time capsule of propaganda, equal parts awful and good. The awful includes Stepin Fetchit’s unintelligible and appalling caricature of his own race, along with Mitchell & Durant, perhaps the least amusing vaudeville act ever put on film. The good includes some decent songs (‘Broadway’s Gone Hill-Billy’ is not one of them), and Shirley Temple’s film debut. Baxter and Evans are better than the material, as well. Byron’s cabal of evil senators, out to sabotage Baxter to keep the depression going, hasn’t dated nearly as much as the rest of the film. Not really a good thing, though.

Currently available versions of this film have been cut by 12 minutes, making it very choppy and rushed at times.
