Mr. Burns reads a fortune cookie (provided by Homer) in which it states he will find true love on flag day. As midnight approaches he receives a parking ticket from a gorgeous traffic cop whom he woos on the spot and they agree to date.

There is a brief moment which completely steals the show when Homer and Marge have finished making passionate love; she is concerned the kids may have heard and the camera cuts away to show an emotionless Bart and Lisa lying in their respective beds with blank expressions before cutting to a perfect comically timed reaction from Ned next door. Priceless moments which the producers of the show have seemingly forgotten about nowadays.
They just don't make them like this anymore.

The scene in which Mr. Burns and Gloria are eating spaghetti is a reference to
Lady And The Tramp.
